    How & Why the DCC was formed

    Who we are

    The District Councils Collaborative of Saint Paul and Minneapolis (DCC) is an original entity created by the St. Paul District Councils and a few Minneapolis Neighborhood Associations. The DCC will facilitate community involvement in the process of planning for transit development along the Central Corridor and ensure that the needs and interests of residents and businesses are represented.

    How & Why the DCC was formed

    Eleven St. Paul District Councils and one Minneapolis Neighborhood Association have joined together in a collaborative association designed to facilitate neighborhood participation in shaping the direction of future Central Corridor light rail development. The proposed light rail is a projected $840 million improvement that will bring about substantial changes to the fabric of the communities along the corridor represented by these organizations. So it is absolutely vital that the communities along the corridor be involved in a meaningful and knowledgeable way to ensure that the needs and interests of residents and businesses are fully represented. The St. Paul District Councils and Minneapolis Neighborhood Associations acknowledge that the extraordinary scale of the proposed light rail line and the fact that it would cross all neighborhood boundaries along the corridor requires a community process that is a collaborative, rather than separately undertaken. This DCC collaboration is designed to offer enhanced opportunities for citizen participation, and to strengthen the role of the District Councils and Neighborhood Associations in their dealings with public elected officials, policy makers and transportation and planning professionals.
